NOISE REDUCTION AND CONTROL IN URBAN PLANNING THE STRATEGIC ACTION PLAN OF FLORENCE

The European Directive 2002/49/EC (Environmental Noise Directive) was adopted to define a common approach to avoid, prevent or reduce the harmful effects due to exposure to noise.
In the frame of EU Legislation, Strategic Action Plans are designed to manage, within their territories, noise issues and effects, including noise reduction if necessary, and shall aim to protect quiet areas against an increase in noise. Urban planners and landscape architects may use a participatory planning approach, for requalification of urban spaces, improving sonorous elements as a vehicle for socialization, so the sound urban spaces can be central elements of social quality and aesthetics of our cities. Vie En.Ro.Se. Ingegneria the main acoustic consultant of Florence City Council, has developed of Florence city Strategic Action Plan as well as Florence city noise reduction plan, integrated with the strategic plans produced by Railways and Road companies.
All these activities has been performed following a new approach based on Harmonisation, Integration and Participation of Stakeholders. Some of the methodologies have been developed under the EU funded project LIFE+ HUSH, chaired by Florence City and participated by Regional and National Environmental Agencies as well as University of Florence and Vie En.Ro.Se. itself.
